Your dongle contains no licenses. Either it used to contain licenses which are now expired, or it has never contained licenses yet. In the latter case: find the RTU file you received from your reseller and double-click it to write the licenses to the dongle.
Either your temporary licenses have expired or you are logged in with the wrong credentials. Click the menu ‘online licensing’ and choose ‘disable’. Then click it again and use the proper credentials.
V-Ray for Revit, 3ds Max, Rhino and SketchUp can be licensed using a dongle, as well as online via a web browser interface. If you have a 2.0 license for V-Ray for SketchUp or Rhino, these will be licensed using a dongle. Upgrades of these licenses are likewise bound to use a dongle.
An online license is linked to your V-Ray account used to log in on chaosgroup.com. An internet connection is required for this to work. An activated V-Ray license can also be borrowed, which allows it to function offline for 14 days. If you are not working with V-Ray anymore and someone else wants to use the license, you are able to release the license from out of the V-Ray for Revit Interface or from the Manage V-Ray Online License Server page.

nVidia cards are well known for their excellent OpenGL support, ATI/AMD performs less in that area.
nVidia GeForce chipsets in the GTX series are very good, and not that expensive. The Quadro chipset cards from nVidia are excellent but very expensive (these are true OpenGL cards, GeForce are more gaming cards but do perform well).
Be sure to download the latest driver from the nVidia website once you plugged your new card in. Drivers are software, and software can contain bugs that are being fixed in new releases.
